Dear Mr. Giambusso:
Technical Specification 6.6.1.1(a) requires that a startup report be submitted to the AEC within 60 days following the commencement of commercial operation.
Since Oconee 1 had demonstrated reliable operation at the 75 percent power level, the unit was declared commercial at this power level on July 16, 1973. However, unit startup and power escalation testing are continuing and 95 percent power level testing is scheduled to be completed by September 19, 1973.
It is our understanding that the Startup Report is intended to be a summary of unit startup and power escalation testing, and an evaluation of the results thereof. As such, the Oconee 1 Startup Report should address activities through, and including, testing at the 95 percent power level. Therefore, with your concurrence, we would plan to submit this report within 60 days of the completion of the 95 percent power level testing.
