FOR FIRST QUARTER CY 1930

Ne have reviewed 'Se subject report and have the following coments:

l.

Regard'ing the loss of Saltwater Cooling Systen Pumps event now listed as an Enclosure 3 item, we understand that this item is undergoing further evaluation for possible A0 classification.

If the present wording in Enclosure 3 is submitted, we believe that further detail should be incluoed. For instance, we believe that wording such as, During the time that the saltwater pumps were inoperable, the plant l

continued to operate.at or near full power contrary to Technical l

Specifications and plant procedures, shculd be added.

In addition, NRC actions regarding the event (i.e., the investigation, notice of yiolation, Imrediate Action Letter) should be addressed along with previous equipment problems (i.e., the dessicant in the Instrument

{

Air System) and corrective actions taken.

Regarding the writeup on the Crystal River Abnomal Occurrence, we for-warded comments to Mr. Hartfield of your staff on June 2,1900, concern-ing a writeup of the Crystal River event.

In discussions with Mr. Crooks, we understand that these comments can serve as our input into the A0 i

writeup also.

3.

On April 23, 1900, we forwarded to you, for your consideration, two events for A0 review. One of these events, the San Onofre event, has been addressed previously; the second, the Browns Ferry event, is not totally disoositioned.

In the IE response to this event, they noted that classification of the event as an abnomal occurrence was not entirely precluded and that further investigation was taking place.

We believe that this event should be monitored further to detemine if additional information requires further A0 reporting.
