Subject:
NATIONAL REGULATORY PROGRAMS From time to time, we are presented with arguments going to the conduct of regulatory review and licensing of other countries.
Typically, the presentation suggests that these other countries are more efficient in their regulatory proceedings than is the NRC.
This may or may not be the case.
It would be useful if we could get a better nppreciation for the nuclear power regulatory structures of othsr countries (e.g., Italy, France, West Germany, the UK, Japan) with a view to ascertaining whether there are aspects in those programs which would be helpful to us. Whereas it is often argued that they copied their programs from the U.S., the facts are that in many respects they are quite different from our own.
In the process of such a review, we could even benefit from comments which those involved in important regulatory activities abroad might have on our system and aspects of it.
This effort could parallel the effort to increase the flow of nuclear plant operating information (referred to in Inside NRC on March 10,1980,page14).
I would appreciate the staff considering this proposal and making recommendations as to how it might be implemented.
