SUBJECT:

NATIONAL REGULATORY PROGRAMS The ideas set out in your March 17 memorandum are similar to ones contained -

in a proposal offered to the staff last fall by a consulting firm.

A copy of the pmposal is enclosed.

The staff review of the proposal acknowledged the usefulness of a single document that would describe and compare the regulatory systems and safety standards of other countries. However, because of the cost c/ the proposal (estimated to be $524.000). resource demands on NRR from competing projects of high priority, and questions about the focus of the study and the feast-bility of a meaningful comparative analysis of safety design and operations requirements in the pmposed one-year effort, the staff concluded that the pmposal warranted no further consideration at that tire.

Although there is some continuing interest within the staff on the subject of comparative regulatory programs, we do not anticipate there will be available the resources to undertake a meaningful multi-country effort in FY 1980.

However. I am asking IP to work with NRR and the Division of Contracts to develop our requirements for a competitive study in this area, but of more limited scope, which we might be able to afford.

If their-efforts indicate that something particularly useful might be done at a modest cost, we will consider their recomendations during our FY 1980 mid-year budget review, which will occur in late April or early May, to detemine whether such work would seem to merit NRC support relative to

other proposed retivities.
