SUBJECT:

DATA REQUIREMErmi - 0,STSC/NDL,

Several subtasks are currently undenvay by a number of various groups to develop a set of requirements for plant ~ data that would be used by NRC for evaluation in the event of an accident'at a nuclear facility. Two major subtasks are requirement definition for the Onsite Technical Support Center (OSTSC) and fluclear Data Link (liDL). The purpose of this memorandum is to set forth a program to coordinate these activities to ensure a consistent effort toward the development of a ' set of NRR requirements to be used by both the staff and the industry.;']';],l'[ ',

Presently the control room at a plant contains the availabia information regarding plant conditions in units 'of measured process parameters. Recent efforts by Ed Wenzinger (OSD) ' involve a revision to Reg. Guide 1.97 which will lead to a better definition of data ' requirements following an accadent.

Completion of the guide involves ~ dis'cussioni'with the ' industry to ensure that all considerations have been.si.v'sn.'to establishing these data require-The OSTSC (derived from implement.ation of NUREG-0578 short tere requirements) will contain a subset of the data available in the control room.

In the event of an accident at a nuclear plant,' the OSTSC will be used by a small amber 2

of technical support personnel forevaluation and support purposes. A dats link is therefore needed between the control room and OSTSC. Most licensees

have established an OSTSC (per January ~1980 requirements) but have not yet defined the data availability. This is somewhat understandable because the OSTSC is not a discrets unit but "fi part of 'the overall response system and t' *efore the requirements need to'be included with the other elements. t The NDL is being developed to transmit a subset of data from each plant to the NRC Operations Center (OC) in Bethesda. ' The DC will contain a system for automatic data processing, data ' storage,' data ' display and data recall capability to be achieved through the use of digital computers. Currently data requirements for the NDL are being established. As presently conceived twr-sets of data requirements are being considered; 'one' set of about 15-20 data points to define the safety state reactor, and the other set'with about 100 data points to e

be used for eaaluation purposes will also be available. The data requirements are being developed presently by' NRR,(Leo Beltracchi) and I&E (Roger Woodruff).

1 The foregoing provides the background for the overall data system'that would be available to the staff to deal with an accident at a nuclear reactor facility. There clearly exists' a 'need for a group to head-up the responsibility for the data requirements for the OSTSC~ so that all areas are covered.

In this regard I would reconnend that the Lessons Learned Steering Cocnittee take the lead in coordination with the Reg'.' Guide,,1.97 and NDL efforts.

The final step will be to designate an overall NRR coordinator to coordinate all the efforts of the Control Room' 'OSTSC - NDL systens. The coordinator will also include the work of our contractors where appropriate. Consequently, i

soon to approve the NRR plan. '
