NRC I&E BULLETIN N0. 80-07 BWR JET PUMP A3SEMBLY FAILURE
Dear Mr. Grier:
The FitzPatrick Plant Staff has reviewed the subject Bulletin.
The results of this review are tabulated below in the same order as the required actions are presented in the bulletin.
1)
Continued operation to the end of the current fuel cycle is justified since the plant shutdown for refueling, maintenance, inspection and modification will take place on May 9,1980.
During this scheduled outage, a jet pump and hold down beam assembly inspection will be conducted by General Electric Company utilizing special equipment designed for that purpose.
In addition, inspection of other BWR-4 plants with similar operating history has not revealed any failures.
2)
The FitzPatrick Plant initiated data recording for the paramet'ers listed on March 23, 1980, based on General Electric Company recommendations.
Evaluation of this data has been acceptable.
The l
diffuser to lower plenum differential pressure readings on some l
individual jet pumps has differed from the average of all jet pumps on some occasions.
Evaluation of this data indicates that when the reactor water recirculation pumps are operating at low speeds, the

jet pump differential pressure readings tend to be ambiguous.
In i
each case, where the jet pump differential pressure reading has differed from the average jet pump differential pressure reading by more than 10%, an increase in pump speed as a normal part of power increase has returned the reading to within the expected range.

Evaluation of data has not indicated significant degradation or in-operability of any jet pump, s

A review of plant procedures indicates that these procedures provide adequate instructions with regard to the failure of jet pumps or any other equipment.
In addition, information relating to the failed jet pump beam assembly at another facility has been disseminated to operations personnel and the subject bulletin will be incorporated into the licensed operator retraining program.
