Applies non-radiological environmental monitoring and reporting requirements upon the Vermont Yankee Nuclear Power Station.

Objective:

> The purpose of this specification is to specify certain administrative actions required to assure that the NRC remains aware of potential environmental impacts at the facility, and specifies requirements related to unreviewed environmental questions and records. The NPDES Permit

  • shall be relied on for specifyi .4 conditions for the protection of the aquatic environment.

Specification:

' NPDES Permit: NPDES permit is the National Pollutant Discharge Elimination System Permit No. VT 0000264 issued by the State of Vermont Agency of Environmantal Conservation, to Vermont Yankee Nuclear Power Corporation (VYNPC), dated July 8, 1975, a,d as subsequently amended. This permit authorizes VYNPC to discharge controlled waste water from Vermont Yankee Nuclear Power Station into the Connecticut River.

1.2 ADMINISTRATIVE CONTROLS $

Administrative controls are the written rules, orders, instructions, procedures, policies or practices and the desi,3 nation of authorities and responsibilities b; the management to obtain assurance of environme . tally acceptable operation.

1.2.1 Responsibility The Manager of Operations has responsibility for operating the plant in compliance with these environmental technical specifications.

1.2.1.1 In all matters related to these environmental technical specifications, the Plant Superintendent or Assistant Plant Superintendent shall report to and be directly responsible to the Manager of Operations.

1.2.2 Changes in Station Design or Ooeration A. The licensee may (1) ma'<e changes in the station design and operation, and (2) conduct tests and experiments without prior Commission approval, unless the proposed change, test or experiment involves an unreviewed environmental question of significant impact.

A proposed change, test or experiment shall be deemed t) involve an unreviewed environmental question if it concerns (1) a significant expansion of the plant site; (2) a significant change in the types of effluents; (3) a signiricant increase in the amounts of effluents or (4) a significant increase in authorized power level.

B. The licensee shall maintain records of changes in facility design or operation. The licensee shall also maintain records of tests and experiments carried out pursuant to Specification 1.2.2.A. These records shall include a written evaluation which documents that the change, test or experiment does not involve an unreviewed environmental question of significant impact.

VY'IPS 1.2 3 Review and Audit l Organizational units for the review and audit of plant operations related to these environmental technical specifications shall be comprised of and have the responsibilities and authorities outlined below:

A. Plant Operations Review Committee (PORC):

1. Membershio, Qualifications, Meeting Frequency, Ouorum As specified in Section 6.2.A of the Annandix A Technical Specifications.
2. Responsibilities The responsibilities of PORC, as relates to these ETS, are defined below:
a. Review proposed procedures and any changes thereto as determined by the Plant Superintendent to affect environnental conditions.
b. Review proposed tests and experiments.
c. Review proposed changes to Appendix B Technical Specifications.
d. Review proposed changes or modifications to plant systems or equipment, when such changes would require a change in procedures in (a) above.
e. Review plant operations to identify any potential environmental hazards.
f. Perform special reviews and investigations and render reports thereon as requested by the Chairman of the Nuclear Safety Audit and Review Committee.

3 Authority

a. The Plant Operation Review Committee shall be advisory.
b. The Plant Operation Review Committee shall recommend to the Plant Superintendent approval or disapproval of proposals under Items (a) through (d) above.

B. Nuclear Safety Audit and Review Committee (USARC)

1. Membershio, Qualifications, Meeting Frequency, Quorum As specified in Section 6.2.B of the Appendix A Technical Specifications.
2. Responsibilities The responsibilities of USARC, as relates to these ETS, are defined below:
a. Review proposed changes to the Environmental Technical Specifications, including any evaluation of the environmental impact of the change.

b. Review minutes of meetings of the Plant Operation Rev'eu Committee to determine if matters considered by that committee involve unreviewed or unresolved environmental questions.
c. Review matters including proposed changes or modifications to plant systems or equipment having environmental significance or referred to it by the Plant Operation Review Committee or by the Plant Superintendent. ,
d. Audits of the environmental aspects of station operation shall be performed under the '

cognizance of NSARC.

e. Perform special reviews and investigations and render reports thereon as requested by the Manager of Operations.
f. Review proposed tests and experiements and results thereof when applicable.

3 Authority

a. Evaluate actions taken by the Plant Operations Review Committee.

1.3 RECORDS RETENTION Records and logs relative to the environmental aspects of station operation shall be made and retained in a manner convenient for review and inspection. These records and logs shall be made available to NRC on request.

A. The following records shall be retained for the life of the station:

1. Records of modifications to station structures, systems and components determind to potentially affect the continued protection of the environment.
2. Records of changes to permits and certification required by Federal (other than NRC), State, regional and ,

local authorities for the protection of the environment.

B. Records of the following shall be retained for a minimum of six years:

1. Review and audit activities.
2. Events, and the reports thereon, which are the subjects of non-routine reports to the NRC.

C. Records associated with requirements of Federal (otaer than NRC), State, ' local regional authorities' permits and certificates for the protection of the environment shall be retained for the period established by the respective permit or certificate.
