Appendix B Technical Specifications
Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following modification to the Vermont Yankee Technical Specifications.
Proposed Change:
Add the attached pages 1 through 6 to the Vermont Yankee Technical Specifications as the New Appendix B to the Vermont Yankee Operating License.
Reason for Change:
The attached pages 1 through 6 of Appendix B to the Vermont Yankee Operating License are being submitted in accordance with Reference (c) as an alternative to the pages proposed by the Commission in Reference (b).
The attached pages meet the intent of the Commission's proposal while conforming to the content and format of the remainder of Vermont Yankee Technical Specifications.
Safety Considerations:
This proposed change specifies certain administrative actions required to assure that the NRC remains aware of potential environmental impacts at Vermont Yankee. This change is not safety related.
This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

Fee Determination Reference (b) stated that the deletion o f Appendix B required no environmental assessment and did not involve significant new safety information of a type not previously considered by the Commission.
It also proposed a new Appendix B for immediate inclusion in the Vermont Yankee Operating License. The revised pages proposed by this change serve only to make the Commission's proposed amendment conform to the content and format of the rest of Vermont Yankee Technical Specifications. For these reasons, Vermont Yankee believes that no fee payment is necessary for this Proposed Change.
Schedule of Change:
The change described above will be incorporated into the Vermont Yankee Technical Specifications u pon receipt of your approval.
