In our telephone conversation of March 5,1980 you asked for a statement in writing with respect to the criteria used by the NRC Staff to designate a high population density area for purposes of appiying the interim safe-guards criteria set forth in 10 CFR 573.37.

I am informed that the criteria that the NRC Staff applies is set forth in " Physical Protection of Shipments of Irradiated Reactor Fuel, Interim Guidance" (NUREG-0561 (June 1979)).
