Dear Mr. Denton:
Your staff recently has informed Carolina Power & Light Company (CP&L) that the Brunswick Plant emergency planning site visit by the NRR Team will take place on March 25 and 26, 1980. The staff also has informed CP&L that the criteria to be used in assessing our emergency plan and that of,he State of North Carolina are set forth in the proposed emergency planning regulations published in the Federal Register on December 19, 1979, and in NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency Preparedness and Response Plans in Support of Nuclear Power Plants, released on February 12, 1980.
Boch CP&L and the State are now reviewing the adequacy of their existing emergency plans in light of these recently proposed revised acceptance criteria. As a result, changes may be necessary in the emergency plans.
CP&L would like to use the NRR Team review for the purpose of better understanding precisely what is intended by the new criteria. We see the public meetings as an opportunity for the NRR Team to explain each of the criteria to CP&L, and to receive back from us a preliminary view as to how CP&L intends to satisfy the_ intent of the criteria. Obviously, there may be differences of opinion between CP&L and tha MD* Taa-a-
to the best methods for achieving particular objectives, and we would hope that an open and frank dialogue on these matters between CP&L and the NRR Team would be possible.
Such a dialogue is fully consistent with the current status of both the proposed rule changes and NUREG-0654. The proposel rules have not yet~ been adopted by the C 0,,41asion.
