This is in regard to your letter dated November 13, 1979, concerning registration for. the Model No. N-55 packaging.

It will be necessary for you to have an approved quality assurance (QA) program as required by 10 CFR 571.12 prior to your registration as a user of a ' package.

Your reference'to an approved QA program is not acceptable.

Your QA program should include as a minimum, how procurement, maintenance, repair, and use of packages by Union Carbide will be met.

All other shipping activities, (i.e.,

design, fabrication, assembly, testing, and modification) may be satisfied by obtaining certifications from package suppliers that these activities were conducted in a, cordance with an NRC-approved QA program.

However, it is the responsibility of the licensee-user that all transportation activities meet l

the requirements of 10 CFR 371.51.
