Dear Mr. Whitmer:
Your Facility Operating License No. NPF-5 Condition C.(3)(c) requires a reanalysis of the limiting abnonnal operational transient using the GE One Dimensional Core Transient Model ODYN computer code prior to startup following the first refueling outage for Hatch Unit 2.
Although the staff has not approved all aspects 'of the ODYN Licensing basis, we have come to a position which will allow the use of ODYN for all license applications including core reloads. The enclosed letter to the General Electric-Company defines how the ODYN code may be used to analyze pressuri-zation transients.
We hope you will find this information"useful in supplying the reanalysis required by your operating license.
