INDEPENDENT FIELD AUDIT OF INSTALLED ELECTRIC SYSTEMS At!D EQUIPMENT Thank you for responding to our request of November 29, 1979 that anrindependent field audit of installed electric systems and equipment be conducted at North Anna Unit 2 to determine conformance to the FSAR separation criteria.
l In your letter dated December 21 1979, you described the separation review
- performed by a task group set up by VEPC0 in July,1975. While we agree that this review and the attendant development of criteria and increased training of plant personnel contributed substantially to overall plant safety, we note that the review apparently lacked two essential aspects of our proposed audit.
Specifically, (1) the task group was not composed of persons other than those who performed the initial design and installation and (2) the review'concen-trated on Class 1E circuits to the exclusion of associated circuits. The significance of associated circuits has become more understood since your system was designed and installed.
1 Therefore, we continue to believe that the independent field audit as described in our November 29, 1979 letter is necessary and request the audit be performed.
However, in view of the significant review effort'aiready expended by VEPC0 in this area, you may limit your review sample to 5 percent rather than the 10 percent 1
of installed equipment and cables, as originally requested.
