Gentlemen:

~This refers to the inspection conducted by Messrs. A. G. Finley and

J. P. Patterson of this office on February 6-8, 1980, of activities

at the University of Michigan pursuant to Title 10, Code of Federal

Regulations, Part 70, "Special Nuclear Material" and to the discussion

of our findings with Messrs. Reed, Burn and Gary Cook of your staff at

the conclusien of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

In addition to review of LicenseNo. R-28 and SNM-131 associated with the

.

Phoenix Memorial Laboratory, seven plutonium-beryllium sources and two

plutonium-238 sources held under License No. SNM-179, SNM-1835 and

SNM-1529 were physically located and verified.

No items of noncompliance with NRC requirements were identified during

the course of this inspection.

Areas examined during the inspection concern a subject n:atter which is

exempt from disclosure according to Section 2.790 of the NRC's " Rules of

.

Practice," Part 2. Title 10,. Code of Federal Regulations. Con:equently,

our report of this inspection will not be placed in the Public Document
