. NOTICE OF VIOLATION Tennessee. Valley Authority-License Nos' CPPR-150 Hartsville 1
- Based on the NRC. inspection December 11-14, 1979, certain of your activities were apparently not: conducted in~ full compliance with NRC requirements as indi-cated below..These items have been categorized as described in correspondence to.you dated December 31, 1974.
As required by Criterion V of Appendix B to 10 CFR 50, and as implemented by PSAR Section 17.la.5, " Activities affecting quality shall be prescribed by documented instructions, procedures,... and shall be accomplished in accordance with'those instructions, procedures,...". TVA Procedure SOP-34 Revision 1, requires that prior to the commencing of welding... the welding inspector-shall verify that the ' proper preheat is being used... and shall record this on the weld operation check list.
Contrary to the above, on December 12, 1979, preheat inspection had been signed off for veld DVS00035 at a time when the welder was not ready to commence welding.
This is an infraction.
