FINDINGS RELATED TO THE PROPOSED IMPORT OF LOW-ENRICHED URANIUM BY WESTINGHOUSE ELECTRIC CORPORATION ISNM80001 i

On January 8,- 1980, Westinghouse Electric Corporation submitted an application for a' license authorizing the import of 15 kilograms of urantum;containing-0.49 kilograms U-235. The authorization would provide authority to return new fuel rods which are now in storage at the K0-RI-I site in -the Republic of Korea. - These rods are being returned to Columbia, South Carolina because of-a fuel assembly modification performed at the site..The integrity of the rods was not breached and.they will be used in the fabrication of subsequent K0-RI I fuel regions.

Westinghouse currently holds an active export license to ship fuel to K0-RI I

,(XSNM-740 Amendment No. 1),

The material will be packaged in approved shipping containers, model RCC-1 or -

RCC-3, bearing certificate of competent authority number USA /5450/B()F, The U0p mcterial is in a nonvolatile, noncorrosive form, When contained in fueT rods and assemblies it is metal-clad which serves to further restrict its mobility in the event of an accident which might cause a shipping-container to rupture. Should such an accident occur the hazards are limited principally to chemical toxicity rather than to a radiological hazard and can be safely handled in essentially the same manner as other toxic' chemicals.

This proposed import represents a small percentage of the total UO2 transported each year in the U.S. and would not result in any significant change in the probability-of-a potential accident.

The proposed import conforms with the provisions that have governed shipments

'of such materials for a number of years and the staff finds this import r.eets

. statutory requirements, will not be inimical to the common defense sad scurity nor constitute an undue risk to the public health, safety or to the env' ronmerit, i%
