l In your letter dated December 11, 1975, you requested information concerning a spill of radioactive water from Oconea 2.that resulted from a leaking valve and an ieproperly installed drain line.

With regard to your question concerning what plant components varo involved and why was the installation improper, we are enclosing a copy of the licensco's report of the incident (AO-270/75-19), dated October 17, 1975, and a subsequent report providing supplemental y

informatifon, dated December 29, 1975. Our post occurrence review I

of the facility drawings and the procedure utilized to conduct pre-

operational testing of this' drain pipe, revealed that a procedure deficiency existed. This procedure required the drain pipe be cut

)

for system flushing; however, the procedure did not include provisions for restoration following. completion of the flushing operation.

Your letter also inquired about the review of the involved equipment by both the Office of Nuclear Reactor Regulatic.

reviews performed by Licensing, we are enclosing copies of the applie-able sections'of'the Safety Evaluations (SE) for these facilities j

uhich vore prepared by Licensing subsequent to completion of their reviews.
