Dear Dr. Morris,

In accordance with the requirements of Appendix D,10 CFR 50, Duke Power Company hereby submits its Supplemental Environmental Report on the Oconee Nuclear Station. This supplement provides the addi-tional information and technical justification required

1. By Sections A. , C. and D. for Oconee Units 1, 2 and 3 to support issuance of full term operating licenses.
2. By Section D. 3. to support the issuance of an opera-ting license authorizing the loading of fuei and limited operation within the scope of Section 50.57(c),10 CFR 50, for Unit 1, pending completion of NEPA review, if such authcrization is necessary.
3. By Section E. to show cause why the construction permits for Units 2 and 3 should not be suspended, in whole or in part, pending completion of NEPA review.

Also enclosed is the Applicant's " Request for the Issuance of an Operating License Authorizing Limited Power Operations"on Oconee Unit 1, in the event the NEPA review has not been completed in time for the issuance of a full term operating license, making such special authorization necessary.

Dr. Peter A. Morris Page 2 October 18, 1971 There is also enclosed the " Statement by the Applicant Why the Construction Permits Should Not be Suspended" for Oconee Units 2 and 3 pursuant to Section E. , Appendix D,10 CFR 50.

These documents clearly substantiate that continued construction and operation will not give rise to any significant adverse impact on the environment but, rather, will enhance the environment and the quality of life in the surrounding area.
