At a recent meeting with Duke Power Company personnel, the subject of minimum shift staf fing for three-unit operation was discussed.
In preparation for the issuance of Technical Specifications for Units 2 and 3, I propose that minimum shift staffing requirements for the l
three-unit operation at Oconee be in substantial conformance with the attached draf t material. The incorporation of this material would make subsections 6.1.1.4 and 6.1.1.7 superfluous.

-l 6.1.1.3 The organization for the conduct of operations of the Station is shown in Figure 6.1-1.

j-shif t requirements are listed in Table 6.1-1.
In addition, the following staffing shall be provided:
A licensed senior reactor operator shall be present at a.
the site at all times when there is fuel in any reactor.

Whenever there is l
fuel in a reactor, a licensed reactor operator shall be in the control room for that reactor.
i In addition, for units 1 and 2, when one reactor is operating and one is shut down, a licensed reactor operator with no responsibilities for the operating reactor shall be in the control room to monitor the l
shutdown reactor.
i A licensed senior reactor operator shall be in direct c.
charge of any refueling operation.

room during any scheduled startup or recovery from any reactor trip.
