Dear Dr. Morris:

We hereby apply for an extension of time for completion of Oconee Nuclear Station Unit 2 as covered by Provisional Construction Permit No. CPPR-34.

Completion of Unit 2 has been delayed for reasons similar to those causing the delay of Unit 1 for which extensions of time have been granted.

The original permit for Unit 2 called for completion of the facility by February 28, 1972. We have been delayed in completing the facility prin-cipally because of late delivery of reactor system components from the supplier as well as the diversion of construction forces from Unit 2 to Unit 1 in solving problems occasioned by the lateness of that unit.

Due to strikes and other difficulties in the manufacturer's shops, the last of the major reactor system components was received at the jobsite on February 22, 1971 whereas it was originally scheduled to have been received by May 1, 1970.

Without any allowance for the normal complement of problem solving and rework during facility completion, it is theoretically possible that we will be ready to load fuel in Unit 2 during November, 1972. Allowing for only normal contingencies, we now realistically expect to be ready to load fuel during January, 1973.

We hereby request that the latest completion date specified in Construction Permit CPPR-34 be extended from February 28, 1972 to February 28, 1973.
