f OUTSTANDIt*G ITEMS LIST, OCONEE 2, AUGUST 21, 1973 l.

Welding Program Deficiencies A review of the welding deficiencies and documentation remains on this item.

DPC has indicated that the report will be available for RO's review by August 31, 1973.

This cetter aras an outstanding item on Oconee 1 and has been resolved for that unit.

Since the program for Oconee 2 is essentially identical to that used for Oconee 1, RO is not anticipating any difficulty in resolving this matter.

2.

Baseline Data RO's review of the baseline data for Oconee 2 remains to be done.

The licensee has indicated that the report will be available by September 1, 1973, for our review.

RO expects that the Oconee 2 report will be similar to the one reviewed for Oconee 1, and does not anticipare any difficulty in resolving this matter.

3.

Licensee's Ap_ proval of Test Results RO's determination that.ne licensee has completed all testing, reviewed the test results and has approved all testing as being acceptable remains to be done.

At the present time, the results of 48 test procedures, 99 instrument procedures and one periodic test procedure remain to be approved by the plant superintendent or responsible group head.

The tests have either been conducted and have been reviewed by the test ccordinator or are scheduled to be run during hot functional testing.

The final review and acceptance is actively in progress and RO expects to find all tests accepted by September 14, 1973.

4.

Reactor Coolant Pump Flow Determination An unresolved item, 73-4/1, " Reactor Coolant Fump Flow," is currently being carried for Oconee 1.

Since Oconee 2 is similar in design, this same problem may occur on Oconee 2.

The licensee has indicated that a report on the Unit 1 RC flow determination will be availabic by August 31, 1973.

]

RO is expecting to find that RC flow, based on a secondary system heat balance, will be about 8% greater than design flow presented in the FSAR.

In this event, Headquarters guidance will be requested.

5.

Health Physics The following items remain to be completed:

Calibration of process and area monitoring system.

a.

b.

Verification of hood air flow in Unit 2 sampling room.

Minimization of halogen losses in outside sample delivery line.

c.

1 RO's understanding is that these three items will be completed Prior to the licensing date.

l 6.

_ Operation's QA Plan RO's review of the QA plan for operations remains to be completed.

An audit of this item is scheduled for the end of August.

A similar audit recently completed on.0conee 1 revealed many deficient items in implementing the plan (R0 Inspection Report No. 50-269/73-7).

The licensee has initiated corrective actions and is expected to have all items either resolved or have plans underway to correct deficiencies.

Failure to adequately resolve the identified deficiencies in the implementation of the QA plan for Unit 1 by the scheduled fuel loading date for Unit 2 would result in our withholding a recommendation for license.

The licensee has been advised of our concerns in this area.

7.

Physical Security Plan i

RO's review and inspection of the physical security plan-implementation for Oconee 2 has yet to be completed.
