C. DeYoung and A. Giambusso on December 26, 1972 (which verified that prior to licensing any reactor for operation, the staff must make a determination that the consequences of steam and feedwater line rupture outside containment are acceptable or that any modifications necessary to make these consequences acceptable must be performed prior to operation) I called Mr. Thies to inform him of this with rcspect to the licensing review of Oconee Unit 1.

I further stressed the importance of complete analysis by Duke sufficient to enable us to perform our evaluation of this matter.

Mr. Thies indicated his company was actively working on this matter with the intent of responding to us within the time requested in our December 15, 1972 letter.

Mr. Thies wanted to know if evaluation prior to licensing for operation was being applied to all applicants uniformly, I answered affirmatively.

He further asked how operating plants will be treated with respect to continued operation pending completion of evaluation of this matter.

In indicated that I have no operating reactors in my branch, and therefore, I could not say how the operating plants will be treated.
