We have been informed by our Region II Office that, based on results of their inspection efforts, construction of the subject facility has been completed substantially in accordance with the application as amenied, the provisions of the Act, and the rules and regulations of the Co= mission.

RO has inspected the implem~entation of the Operational Quality Assurance Program for Oconee'-3 and found it to be acceptabic.
Those items which remain outstanding and require resolution prior to initial criticality are identified in the enclosed memorandum. DPC has verbally committt.d to a timely resolution of these items and has stated that a letter of commitment will be transmitted to Licensing the time a request for operating license is made.
