DUKE POWER COMPANY'S CONSTRUCTION EXEMPTION REQUEST DOCKET NOS. 50-269, 50-270, 50-287 The Duke Power Company requested, by letter dated July 7, 1967, an exemption from the provisions of Section 50.10(b), pursuant to Section 50.12 of the Commission's rules, to permit construction of the tendon gallery for Unit No. 1 prior to issuance of a construction permit.
The tendon access gallery installation is required in order to.accom-plish laying of the reinforcing steel for the base slab.
The gallery is a reinforced concrete passage located below the containment building but does not function as support for the building.
The gallery is provided to per=it installation of the containment building prestressing tendons and periodic inspection of the tendons.
The applicant's basis for performing the requested construction is that the gallery does not function as a safety feature of the containment building and that delaying of the placing of the gallery would delay the overall construction of the facility for some 6 weeks.
In addition, the estimated cost of the gallery would be approximately S50,000 and that if proved necessary, it could be demolished, altered, or removed.
Our review of the exemption request indicates that although the tendon gallery is a functional part of the containment building from the view-point of installation and inspection of the prestressing tendons, it I
does not serve as a structural foundation.
Further, the geological considerations for the Duke Power site have been reviewed and it has been determined that there are no unusual foundation problems.
We conclude that installation of the tendon gallery would not present a safety problem, and therefore we have no objection to granting the request.
It should be pointed out, however, that a similar request has also been made by the Metropolitan Edison Company, and that whatever action is taken on this exemption would also directly apply.
