ENCLOSURE 1 3ACKGROUND FOR DUKE (OCONEE) ?OL REVIEW 1
The Duke Power Cc=pany was issued Provisional Construction Per=its y
(C??R-33, -34, and -35) on Nove=ber 6,1967 follcwing our CP review of their PSn2 for Oconee Units 1, 2, and 3.
The following persons contrib-u:ed to the DRL review of these reactor units during the constructica or pos t-construction phases: 3rian Gri=es and Paul Check (overall project);
R. Waterfield (site =atters); S. Pawlicki (R?V and internals); F. Schauer J
(s tructural design) ; M. Fairtile (stea= line isolation); R. Ferguscn ld (electrical syste=s); and D. F. Sullivan (I.&C). New= ark and Hall contrib-
~
uted as consultants on s:ructural design =atters up through A=end=en: No.
-o.
On June 2,1969 the Duke ?cuer Co=pany sub=itted its FSAR for the Oconee Nuclear Units 1, 2, and 3 (Amend =ent No. 7 :o its application).
The projec:ed fuel loading date is Dece=ber 1970.
The Oconee Nuclear Units incorporate "first of a class" 35W-designed nuclear sten: supply syste=s.
Therefore, reviewers face first-ti=e reviews of final 3&W R&D efforts in =any areas. Nine B&W Topical Reports have been identified which =ust be evaluated as part of this ?OL review.
These eval-uations should be as fully docu=ented as practical so tha: they can be
'readily used in reviews on later B&W applications. A nu=ber of significant design revicions have been =ade.
They are listed on FSAR page 1-6 and include:
1.
The new 3&W canless fuel asse=bly.
2.
The new 3&W roller nut and leadscrew control rod drives.
3.
Use in Unit 3 of Unit-1 first-cycle fuel asse=llies.
4.
Inclusion of burnable poison rods in the first fuel cycle of Unit 2.
Inclosure 2 constitutes an initial appraisal of the effort that should be a:.: pended by DRL in the ne:tt IS =cnths on this project. A specific listing of all =a:ters : hat need DRL review cannot be co=pleted in advance of a de: ailed FSAR study, since a. specialized reading will be required to do this. The review will be a continuing study not wholly bounded by this initial plan.
on."
2nclosure 3 provides a tentative review schedule and Enclosure 4 identifies, consis ter'. with the initial review plan, how ACRS "a-p" ite=s v1111be handled as well as ite=s which appeared in the ACRS-CP letter on the Oconee S:acion.
Several Compliance reports have already been issued on the Oconee Station.
- ? will review all Co=pliance inspaction reports on Oconee, as they are
(;3 y
issued, and coordinate required DEL POL review action.
