Ralph A.perational Safety Branch, DRL Birkel Operational Safety Branch, DEL STAFF ACRS REPCRT METROPOLITAN EDISCN, DCCHT NO. 50-269 CCUDUCT CF CPERATICNS We have reviewed the varioue suhaissicos by the applicant for a construction pemit to establish a finding concerning, (a) organization and responsibility, (b) training, (c) emergency planning and, (d) admin-istrative control.
(a) The applicant's engineering organization is structured on a direct line of responsibility free the Vice President-Engineerin6 through the Chief Engineer, Superintendent of Pmduction/ Nuclear Project Manager arxi Three Mile Island Superintendent. The Nuclear Project Manager will have the complete responsibility and authority for site construction and inspection, acceptance criteria, surveillance, and quality centrol during construction and quality assurance during fabrication and installation of nuclear ccamponents.
These functions will be performed through prime and sub-centractors. Management responsibilities will be co-ordinated between and with the Three Mile Island Superintendent, Superintendent of Production, the Chief Engineer and V. P.
Engineering. We find the proposed engineering organization as described above, to be satisfactory.
The applicant's proposed station organization will, in the main, consist of three functional groups:
(1) The Operations Group consisting of five, five-man crews supervised by a Supervisor of Cperations with each Operating Crew headed by a Shift Foreman.
(2) The Technical Support Group consisting of a staff of approximately 8 engineers and technicians headed by the Station Engineer. This staff will provide technical suppcA. to meet engineering, health physics and cheatstry operation requirements.
(3) The Maintenance Group is responsibile for the mechanical, electrical, control and instrumentation maintenance program and includes 3 foremen and l? t@ 4 ^* tr e "/^

(b) The nucleus of the applicant's operating staff will have obtained extensive training and operating experience at the Saxton Nuclear Experimental Reactor Project at Saxton, Pa.
A total of nine Mst. Ed. personnel are presently at Saxton on a full time basis including two graduate engineers i
now serving as Supervisor. Reactor Plant Services and Supervisor of Operations and Test. The remainder of the staff will include engineers, engineering asscciates and

superviscry personnel having long experience within the utility system. A formal training' program will be established including class room and on-the-job training. Provisinns i
are being made by the applicant to accomodate manpower i
relocation by fully trained, qualified replacement personnel.
The applicant has outlined a training program which we find to be satisfactory.
(c) An emergency plan has been prepared by the applicant which will be used to develop detailed emergency procedures. The ultimate responsibility for implementation of the plan will be chstged to the Radiation Protection Supervisor. The plan is designed to minimize radiation exposure to both on i
and off-site personnel. The Health Physics Lab., which is located within the Control Roan bldg. structure, will serve as the emergency control station to direct implementation of the plan. Provisions are being made by the applicant to establish a training program to assure that all station persennel have the required knowledge for implec:entation of the plan. 'de find the scope of the emergency plan as presented by the applicant to be adequate and satisfactory.
j (d) Administrative centrols for the plant will include detailed written procedures for both nomal and emergency operating i
conditions, daily reviews of the operating data and internal safety reviews.
Audit of operations, approval and authorization functiens will be performed by a Plant Cperatiens Raview Ccomittee and a General Office Review Ecard. The ad:uinistrative centrols as proposed have been found to be satisfactory.
