Division of Reactor Licensing INITIAL MEETING WITH DUKE POWER COMPANY REGARDING OCONEE UNCLEAR STATION OPERATING LICENSE APPLICATION, DOCKET NOS. @ 50-270, AND 50-287 On August 5, 1969 we held an initial meeting with the Duke Power Ccmpany concerning the Oconee Nuclear Station operating license application. A list of attendees is attached.
Duke Power Company identified its princi-pal staff. Austin Thies, Vice President for Production and Operation, will be the responsible Duke officer. Paul Barton, Manager - Technical and Nuclear Services, will be our poirc of contact.
In his absence we will talk to W. O.
(Bill) Parker, Assistant Manager - Steam Production Department, or to Mr. Thies.
Written communication should be addressed to Mr. Thies. We noted that the staff point of contact will be A. Schwencer, project leader for Oconee, or in his absence C. G. Long.
SUMMARY
The most significant result of this meeting was to learn that Duke has projected a schedule for completion of the regulatory process (through publication of intent to issue an operating license) by May 1,1970.
This contrasts with the staff's initially projected completion date of November 1970 (for issuance of the Safety Evaluation).
Duke stated that their schedule is based on meeting a planned December 1970 fuel loading date for Unit No. 1 taking into account the possibility of intervention and a public hearing. We agreed to reexamine our schedule with a view towards an earlier completion, but offered no hope in being able to com-plete an adecyate review in the time proposed by their schedule, many aspects of which are considered to be unrealistic.
Preceding the scheduling discussion,-several areas requiring operating license review were identified and briefly discussed. These included scheduled submittals of B&W topical reports, radiolytic hydrogen contr '.
-the primary pump flywheel problem, failed fuel detection, reactor vib.
tien instrumentation, pressure vessel surveillance, secondary-to-primary leaks, systematic common moda failures, sabotage, reactor operations and technical specifications.

August 29, 1969 DISCUSSION DETAILS B&W Topical Reports Submission of B&W topical reports are scheduled as noted in the attached list.
It is probable that Duke will succeed in accelerating the submittal of all but three of the outstanding B&W reports applicable to the Oconee FSAR (the supplement to BAW-10008, BAW-10009 and BAW-10010).
Radiolytic Hydrogen Radiolytic hydrogen control for Ocor.ee is expected by B&W to be less of a problem than for other PWR's since no chemical sprays are used.
B&W will provide Duke with information which will support this contention, as well as describing means of control (probably venting will be proposed).
We indicated that the staff is presently evolving laternal guidelines related to hydrogen control and plans to discuss this area in some detail during the Oconee review.
Failed Fuel Detection The use of the radiation monitor in the sample letdown line is proposed as a failed-fuel detector.
B&W is in the process of submitting a final report to Duke on this subject.
Systematic Common Mode Failures B&W indicated' they are currently working on this area and reporting progress to DRL on a topical basis.
There did not appear to be a firm schedule for this effort to assure its completion during the Oconee review.
From the discussions at the meeting and other available information, it is clear that B&W is not progressing at the same rate as Westinghouse.
Meteorology We indicated that meteorology would be a significant review area.
Primary Pump Flywheel We acked about the primary pump flywheel " problem." Our concern was with inspection and testing, and periodic surveillance.
Duke has instructed the supplier, Westinghouse, to change materials on the flywheel.
The flywheel is above the motor and is removable.
Vibration Tests We asked what consideration has been given to vibration testing in addition to perfor=ance of vibration analyses of reactor internals.
Duke response was that they are not ready to talk about preoperational testing.

Augus t 29, 1969 Pressure Vessel Surveillance g
Duke is one of several B&W customers and, by incorporation of BAW-10006 Topical Report in their FSAR, will participate in an " integrated capsule withdrawal schedule" involving 11 reactor vessels spread among 8 utilities.
B&W stated that the Oconee Unit i vessel construction is to the point where additional specimens are not available.
Secondarv-to-P rimary Staam Injection We asked Duke to document the accident involving tube failure and injection of secondary steam into the primary system.
Sabotage We requested Duke to consider their plans for combating industrial sabotage.
Reactor Operations We noted that we plan to review staffing, emergency procedures and other operational matters.
Technical Specifications We a9ked Duke to be prepared at a future date to describe in depth the methods by which they are assured that all significant safety limits are identified for inclusion in their proposed technical specifications.
l Strong Motion Accelerometer We stated that another area we intend to look at is their provisions for determining that a seismic shock felt at Oconee is either within or beyond j
l the design allowable. Duke said they would be prepared to discuss this area further at the August 13-14 meeting.

i Schedule Duke presented a revised schedule for obtaining their POL. They want us to publish a notice by May 1,1970.
They feel that time must be allocated l
for a public hearing and other legal problems. Their construction schedule l
still calls for December 1970 fuel loading.
Our schedule was 6 months behind theirs. We said that we would review our plans and schedule and see what we could do.

Topical Meetings We proposed the week of September 15 for a topical meeting on Quality Assurance. A thermal-hydraulic meeting was proposed for the latter part of September. The dates on these mset!ngs were to be firmed up later in August.
