Dear Mr. Rusche:
As you are aware, the existing Technical Specifications for Oconee Unit 1 do not include the specification for control rod withdrawal limits (Figure 3.5.21A2) that are required to be used toward the end of the cycle, when Group 7 control rods are significantly with-drawn from the core.
This specification for control rod withdrawal limits was excluded because the Technical Specifications based on the ECCS Final Acceptance Criteria were expected to be approved before the time that the limits would be required; and, therefore, the limits that meet both the Interim Acceptance Criteria and the Final Acceptance Criteria were not submitted.
As indicated in my October 31, 1975 letter, the withdrawal of Group 7 control rods may be required when Unit 1 attains 235 EFPD (presently estimated to occur by December 1,1975). We understand that the NRC is reviewing the proposed Technical Specifications based on the re-evaluation of the ECCS performance submitted by Duke Power Company on July 9, 1975, and subsequently supplemented with additional information on August 1, 1975, October 10, 1975, and October 31, 1975. We urge the Commission to complete its review and grant approval of the ECCS re-evaluation and proposed Technical Specifications by December 1, 1975.
To enable continued full power operation of Oconee Unit 1 in the event Commission approval of the proposed Technical Specifications based on the Final Acceptance Criteria is not granted by December 1, 1975, Duke Power Company submits herewith (pursuant to 10CFR50, 850.90) proposed Technical Specifications for control rod and operational 13046 L

In the event that the Commission is unable to approve the proposed Technical Specifications based on the FAC by December 1, 1975, we request that approval of the Oconee 1 Technical Specifications for control rod and operational power imbalance limits, which meet both the 1AC and the FAC, be granted no later than December 1, 1975.
Attached are the control rod position limits for four-pump operation applicable to the period after 245 1 10 EFPD (Figure 3.5.2-1A2) and the operational power imbalance limits (Figure 3.5.2-3A) which meet both the IAC and FAC for Oconee Unit 1.
Forty (40) copies of this request, including three signed originals, are enclosed.
