/ M' PJ,y gg Note to File TELECON WITH MURPilEY, KO, REGION II ATLANTA Murphey registered the same concern as he has registered before that Duke Power Company is sliding around compliance on certain matters by issuing revisions to the FSAR when original specifications are not met or testing does r.ot go according to ori inal procedures and plans.

F One outstanding exa ple is the Revision 17 change to the ECCS valve opening times.

I have discussed this particular matter with K. Canady, Duke, on several occasions and again after Murphey's call. B&W claims no credit in its ECC analysis for ECC injection prior to 25 seconds after initiation of the system operation and therefore the change from 10 to 14 seconds opening time resulting from as delivered valve i

tests has no effect on the analysis.

I am not familiar with the details k

of other examples cited by Murphey.

Region II's next report should highlight these matters.
