Dear Mr. O'Reilly:
My letter of June 7,1978 in response to IE Bulletin 78-06 stated that Cutler-Hammer Type M DC relays at Keowee Hydro Station and in all three Oconee units would be either replaced or verified to have acceptabic are gaps by the end of the third refueling outage of 1978, or approximately November 30, 1978. This work has been completed for Oconee 3 and is in progress at Keowee. However, due to the requirements of 10CFR Part 21 being applicable to current procure-ment, sufficient replacement relays will not be available to complete this effort on Oconee 1, and possibly Oconee 2, during forthcoming refueling out-ages.
(It is understood that Cutler-Hammer representatives have discussed this matter with your staff.)
Relay verification and/or replacement will proceed on Oconee 1 and 2 following resolution of this procurement problem.
