-26 Duke Power Company has filed an application for a facility license to operate the Oconee Kuc1 car Station Unit I nuclear reactor at steady state power icvels up to 2568 negawatts thermal.
Construction of this reactor, which is of the pressurized water type, was authorized by Provisional Construction Peruit No. CFPR-33 issued by the Comission i
on November 6,1967.
De Advisory Cormittee on Reactor Safeguards conpleted its review of the application for a license to operate the Oconee Nuclear Station Unit i during its Septer:her 17-19, 1970 nocting.
In its report to the C2 airman dated Septeser 23, 1970, the Cor.nittee indicated its belief that the Oconce Nucicar Station Unit 1 can be operated at power icvels up to 2568 cegawatts thernal without undue risk to the health and safety of the public. A copy of the ACES report is ancioned.
I propose to file for publication in the Federal Register a Notice of Proposed Issuance of Facility Operating License. L e licente vould authorize the Duke Pouer Company to possess, use, and operate the reactor on its site in cantern Oconee County approxinstoly cidit miles northeast of Senoca, South Carolina. The reactor is capable of oper-ation at a power level of 2568 regawatts therm 1, bovewr, the power icvel vill be restricted to 2452 regawatts thernal uatil the perforn-asce in full conformance with design expectations is verified to the Comission's satisfaction.
A " Notice of Ecceipt of Application for Facility Operating Licensas" applicable to Oconee Unit 1 (as well as to Oconce Units 2 and 3) was published in the Federal Register on Deceder 29, 1970. Thct notice was published in inplenentation of the recently enacted " practical value" anendments as previously discussed with the Cornission. His notice of proposed issuanco calls attention to the Deceder 29 notice and the possibilities of (a) antitrust review, (b) issuance of a-license prior to co=pletion of that review, and (c) license conditions i

If no request for a hearing or petition for leave to intervene is filed within the time prescribed in the notice, the facility license vill be issued. Prior to issuance of the license we vill inspect the facility and determine that the reactor has been constructed in accord-ance with the application, as arended, and the provisions of Provisional Construction Permit No. CPPR-33.
Pursuant to the Comission's Statement of Concral Policy on Inplementation, National Environmental Policy Act of 1969, we will prepare a doctracnt entitled "Statencnt on the Environmental Considerations Relating to the Proposed Operation by Duke Power Co=pany of the Oconee Nucicar Stetion Unit 1," a copy of which will be placed in the Co.r.ission's Public Docunent Room.
