Dear Mr. Turner:

Enclosed is a copy of a Protest of Piedmont Electric Citics Against Duke Power Company's Application for Unconditional Licenses Under the Atomic Energy Act of 1954, as a= ended, for Oconee Nuclear Station Units 1, 2 and 3, undated, which was filed with the Commission on July 25, 1967. The protest relates to an application to the U.S. Atomic Energy Commis-sion, dated November 28, 1966, and an amendment thereto, dated April 29, 1967, by the Duke Power Company for permits and licenses, under Section 104 b. of the Atomic Energy Act, to construct and operate three nucicar power reactors. The protest alleges that the unconditional licensca applied for by the Duke Power Company are not authorized in that they appear to violate or tend toward the violation of the antitrust laws, appear to restrain free competition in private enterprise, and would tend to create or maintain a situation inconsistent with the antitrust laws.
