Dear Mr. Rusche:
My letter dated September 24, 1976 requested, pursuant to 10 CFR 50, 550.12, that an exemption from the requirements of 10 CFR 50, Appendix H be granted to permit the operation of Oconee 3, Cycle 2 with the reactor vessel material surveillance specimens removed from the reactor vessel.
Technical justification was provided to assure that the health and safety of the public would not be affected by this exemption request.
It is our intention to comply with the regulations established in 10 CFR 50, Appendix H or to propose alternatives for NRC approval, prior to the operation of Oconee 3, Cycle 3, which are technically acceptable.
If this exemption is not granted, installation of new reactor vessel material surveillance capsule holder tubes on Oconee Unit 3 and subsequent comprehensive vibration assessment of this design would delay unit operation a minimum of three months. This delay would result in increased generation costs of at least fourteen million dollars.
