Dear Mr. Giambt.sso:

Pursuant to Technical Specification 6.6.1.lA, Duke Power Company submits herewith the "Startup Report" for Oconee Nuclear Station, Unit 1.

The report also provides sufficient information to confirm nuclear design parameters and provides sufficient information to verify that the Oconee class reactor can be operated in accordance with design criteria at power levels up to, and including, full rated power-(2568 MWt).

Oconee I was declared commercial on July 16, 1973, at the 75 percent power level. Unit startup and power escalation testing were continuing at that time however, and our letter of August 27, 1973, requested that the submittal date for the Startup Repor _ be extended in order to in-clude 95 percent power level testing.

Mr. R. C. DeYoung's letter of September 18, 1973, granted the requested waiver of the Technical Specifications, provided the Startup Report be submitted by November 19, 1973 The report addresses unit startup and power escalation testing through 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br />, October 4, 1973 At that time several power escalation tests remained to be completed, as identified in Section 1.0 of the report.

Following completion of the identified items, appropriate information supplementary to the report will be prepared and submitted.

DeYoung's letter of August 20, 1973 In this regara, the report provides comparisons of PDQ-7 predicted power distri-butions with measured power distributions for various steady-state conditions and for the 75-30-75% power level maneuvering transient.

s because extensive PDQ-7 analysis of this translunt had been performed and an adequate comparison of design predictions and measured results could be made. This use of the 75-30-75% power level transient for comparison purposes was discussed with, and agreed to by, members of the Directorate of Licensing staff.

Three (3) copies of the report are attached.

Thirty-seven (37) copies of the report are being transmitted under separate cover.
