Re: Oconee Nuclear Station Unit 1 Docket No. 50-269 l

Dear Mr. Giambusso:

Oconee Nuclear Station Technical Specification 4.4.2.4 details a program for the surveillance of the Reactor Building liner plate. This program has recently been completed for Oconee 1. The purpose of this letter is to provide a summary of the results of the surveillance, in accordance with Technical Specification 6.6.3.5.

l On July 28, 1971, prior to the initial (preoperational) Integrated Leak l Rate Test and Structural Integrity Test, selected accessible areas of l the Oconee 1 Reactor Building liner plate were visually examined to l determine the location of inward deformations and the location of strain concentrations. No such deformations or concentrations were observed.

Following the completion of the initial Reactor Building pressure tests, the liner plate was re-examined on August 4,1971. Again, no areas of inward deformation or strain concentration were observed. A final inspection of the liner plate was performed on January 2,1974, with no adverse indications being noted. j As no corrective actions have been necessary with regard to this matter the Oconee 1 liner plate surveillance program has been discontinued as per Technical Specification 4.4.2.4.4.
