Dear Mr. Moseley:

Please refer to your letter of March 20, 1973 and my reply of April 11, 1973. At the request of rour stt!f, please be advised that Oconee Nuclear Station Administrative Procedure 10, issued February 24, 1973, has been revised as of June 14, 1973. -

Administrative Procedure 10, which addresses station modifications, has been rewritten to include the following:

3. The Station Superintendent shall review the request for modification -  ;

and make additional comments as appropriate. If the Station Super-  ; l intendent approves the proposed modification, then: .

a. If the Station Superintendent determines that the modification does not adversely affect the proper functioning of the structures, systems or components involved; does not involve a change in the station's Technical Specifications; does not involve an unreviewed safety question; does not require further design review and does '

not otherwise violate license or regulatory requirements, then '

the Station Superintendent may direct that the modification be executed. However, the Station Superintendent shall forward a description of the proposed modification to the Assistant Vice President, Steam Production, and to the Nuclear Cafety Review Coinnittee.

b. If the Station Superintendent determines that the modification might affect the proper functioning of the structures, systems or components involved; might involve a change in the station's '

Safety Review Co:::mittee.

Upon approval of the proposed modification by the Assistant Vice President, Steam Produe".on, the Station Superintendent may proceed with execution of the modification.

4. Modifications must be approved by the organization which was responsible for the original design, or another comparably qualified organization designated to perform such a function.
5. Modifications shall be executed in accordance with approved checklists, instructions, procedures, drawings, etc., appropriate to the nature of the work to be performed, as determined by the Station Superintendent.

6. Modifications may be made upon verbal approval by the appropriate.indi-viduals/ organizations but shall be subsequently documented within five (5) days. .

As originally issued, Administrative Procedure 10 incorporated the above requirements by reference to the Oconee Nuclear Station Technical Specifi-cations and Administrative Policy Manual for Operational Quality Assurance cf Nuclear Stations. I believe that this revision to Administrative Procedure 10 should satisfy the concerns of your staff.
