Dear Mr. Giambusso:
Oconee Nuclear Station Technical Specification 3.9.7 requires that the effluent control monitor be set to alarm and automatically close the waste discharge valve to ausure that the liquid waste discharge limits are met.
Currently, the station is processing liquid waste with the evaporator located in the Interim Waste Management Facility (IWMF), as the normal evaporators in th'e Auxiliary Building are temporarily inoperable. On July 8, 1975, in the process of source checking the effluent monitor during a release from the IWMF, the monitor alarmed and the control circuitry for the waste discharge valve actuated. The discharged valve closed but failed to remain closed.
The apparent cause of this incident is the higher discharge head of the IWMF pumps forcing the discharge valve open following initial closure. ' -
A station modification is planned which will rectify this situatien and allow proper operation of the waste discharge valve; however, it is expected that this modification could require up to three weeks for material procurement and completion.
In the interim, it is requested that a waiver be granted to Appendix A Technizal Specification 3.9.7 i
such that continued operation is possible. A proposed revision to Specification 3.9.7, for the period of the waiver is as follows:
"The effluent control monitor shall be set to alarm and upon alarm automatic or administrative controls shall be utilized to terminate i
the waste discharge such that appropriate requirements of the specifi-cation are met."
Administrative controls utilized will consist of personnel surveillance of the effluent monitors to detect alarm conditions, with subsequent prompt manual action to be taken to terminate the discharge upon alarm.
