Re: Oconee Nuclear Station Units 1 and 2 Docket Nos. 50-269 and -270

Dear Mr. Giambusso:

Section 6.1.1.3 of tne Oconee Nuclear Station Technical Specifications, Appendix A to Operating Licenses DPR-38 and DPR-47, states that the station organization for operation, technical support, and maintenance shall be functionally as shown in Figure 6.1-1, " Station Organization Chart". It is requested that Figure 6.1-1 be revised as shown in Attachment 1. l Significant changes in the station organization, proposed in Attachment 1, are as follows:

1. Instrumentation and control personnel will be moved from the Technical Support Group and will report to an Instrument Engineer who reports to the Maintenance and Instrument Engineer.
2. Health physics personnel will report to a Health Physics Supervisor and chemistry personnel will report to the station Chemist. Both supervisors report to the Technical Support Engineer.

The supervisory and professional personnel who will fill the positions shown in Attachment 1 will meet the training and experience requirements described in Sections 4 and 5 of ANSI 18.1, " Selection and Training of Nuclear Power Plant Personnel". Sections 12.1 and 12.2 of the Oconee FSAR will be revised to re-flect the changes in the station organization. Section 12A.5 will also be revised to show the technical qualifications of supervisory personnel in the proposed organization. These revisions to the FSAR are shown in Attachment 2, and will be incorporated on June 14, 1974.

i 12.1.2.7 Technical Support Engineer The technical support group at Oconee is headed by a Technical Support Engineer.

He reports directly to the Superintendent and has reporting to him the Per-formance Engineer, the Instrument and Control Engineer, the Chemist and the Health Physics Supervisor.

It is anticipated that the Technical Support Engineer and the Performance Engineer will obtain an AEC Senior Reactor Operator License.

12.1.2.8 Performance Engineer the Performance Engineer directs data gathering and evaluation in the areas of equipment and plant performance. Specifically included in this are core physics and core performance, from both nuclear and thermal-hydraulic con-siderations. He will assist in setting up fuel shuffling patterns and will participate in other phases of fuel management.

12.1.2.9 Health Physics Supervisor The Health Physics Supervisor has the responsibility for conducting the Health Physics Program for Oconee. His duties include training of personnel in use of equipment, control of radiation exposure of all personnel, continuous determination of the radiological status of the plant, surveillance of all radioactive waste disposal operations, conducting the Environmental Monitoring Program, and maintaining all required records. He has direct access to the Superintendent in matters concerning any phase of radiological protection.

This position may be combined with the Chemist in the future when an individual, fully qualified *n both fields, is available.

12.1.2.10 Chemist The Chemist is responsible for overall chemistry and radiochemistry require-ments, with special emphasis on primary and secondary system water chemistry. )

At some future date, a fully qualified individual may serve as both Chemist l and Health Physics Su Hrvisor.

12.1.2.11 Maintenance and Instrument Engineer The Maintenance and Instrument Engineer reports to the Superintendent and  ;

is responsible for organizing and conducting preventive maintenance and repairs of all equipment at Oconee with the exception of certain electrical instrumentation applying only to the generators and switching station, which are maintained on a system basis by other departments. (12.1.1) Reporting to the Maintenance and Instrument Engineer are the Planning Engineer, Instru- ,

ment and Control Engineer, and Maintenance Engineer.

12.1.2.12 Maintenance Engineer The Paintenance Engineer has responsibility for prevencive maintenance and repair of all mechanical and non-instrument related electrical equipment.

12.1.2.13 Instrument Engineer The Instrument and Control Engineer has responsibility for preventive main-tenance and repair of all instrumentation and controls at Oconee with the exception of certain electrical instrumentation applying only to the generators and switching station, which are maintained on a system basis by other depart-ments (12.1.1) He will also supervise computer maintenance.

12.1.2.14 Planning Engineer The Planning Engineer reports to the Maintenance and Instrument Engineer and is responsible for the coordinating, planning and scheduling of all preventive maintenance and repairs of all equipment at Oconee with the exception of

! certain electrical instrumentation maintained by other departments. He is also responsible for materials management at Oconec. Reporting to him are the Planners, Stores Supervisor and Preventive Maintenance Supervisor.

12.2 TRAINING Ihe required training and qualifications of key personnel in the operating staf f of Oconea are summarized below. The educational and experience back-grounds of all candidates for positions on the plant staff 2.e carefully evaluated and training programs are initiated where required. The result is an exceptionally well-trained and well-qualified staff for operation.

The following minimum qualifications for key supervisory positions will meet the requirements of ANSI N.18.1-1971.

Position Minimum Requirements for Position Superintendent 1. Graduate in Engineering, a related physical science of equivalent ex-perience (1 year's experience for 1 year of college education)

12A.5, TECHNICAL QUALIFICATIONS OF UIE OCONEE SUPERVISORY STAFF Mr. J. Ed Smith, Superintendent, has had extensive nuclear experience as well as a background of steam station operation experience. He joined Duke following graduation in 1949 with a EHE from N. C. State College. He held positions of Testman, Shif t Supervisor and Plant Engineer in Duke steam stations prior to completing the Reactor Operation Supervisory Program at the Oak Ridge School of Reactor Technology in the class of 1960-61. Assigned to the CVTR, he held positions of increasing responsibility as Shif t Supervisor Engineer, and Plant Supervisor.

He was intimately involved in the startup, e operation license. and de-commissioning of the CVTR, and held a senior reactor operators As plant Supervisor, he directed the maintenance and operations group and was responsible for operator training. In November 1967, Mr. Smith was named Superintendent of Oconee Nuclear Station, so that he has been personally involved in reviewing the plant design and layout and in the selection of his operating staff. Mr. Smith has a MNE Degree from the University of South Carolina, which he received in 1967.

Mr.

James W. Hampton, Assistant Superintendent and Acting Technical Support Engineer, is a BSME graduate of Clemson College in 1958, has held positions as Junior Engineer, Assistant Plant Engineer and Plant Engineer at Duke steam stations.

As Plant Engineer for four years at Lee Steam Station, he was re'79nsible for turbine-generator and switchyard operation. Mr. Hampton was nar ?d Assistant Superintendent of Oconee in 1968, following completion e of one year of graduate study in Nuclear Engineering at N. C. State University along with three other members of the Oconee staff. He and other Oconee supervisors conducted classes and study for the " cold license" trainees full l time for the six-month period immediately prior to the six-month work ex-perience at an operating reactor.

Mr. Hampton holds a senior reactor operator license for Oconee Units 1 and 2.

Mr. Loyd E. Schmid, Operating Engineer, has over seventeen years of reactor operations experience. i He joined Duke in 1967 following six years at the CVTR in the operations group. I His CVT3 experience in positions of increasing responsibility as Reactor Technician, shift Supervisor, Relief Supervisor, Operation Supervisor, and Assistant Operating Engineer has involved all shif t operations duties associated with the safe and proper operations of the reactor and other plant systems. Mr. Holland participated in Duke's nuclear program beginning in 1968 and obtained a Letter of Certification on the Saxton Nuclear Experimental Reactor in 1969. Mr.

Holland is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. Tony L. McConnell, Assistant Operating Engineer, joined Duke Power Company's Oconee' staff in September 1971 following graduation from the University of Tulsa with a BS Degree in Mechanical Engineering. Since joining Duke, Mr.

McConnell has held positions of Junior Engineer, Assistant Plant Engineer with responsibilities la new fuel receipt, inspection and storage, startup scheduling and coordination of startup testing. He completed a two-week B&W Simulator Operator Training Program in October 1973 and has completed the Duke Reactor Operator Training Program.

Mr. R. James Ansell, Assistant Operating Engineer, joined Duke Power Company in 1972 following work with the U. S. Atomic Energy Commission and Oak Ridge Associated Universities in Oak Ridge, Tennessee. A graduate from Virginia Polytechnic Institute with a BS Degree in Mechanical and Nuclear Engineering, Mr. Ansell has work at the Marshall Steam Station and the Charlotte General Office before coming to Oconee Nuclear Station. Mr. Ansell has participated in the B&W Operator Training Program and the Duke System Design Training Course.

Mr. William Mack McClain, Shif t Supervisor, joined Duke in 1952 and progressed through positions of increased responsibility at large fossil fuel generating plants prior to being named Shift Supervisor in 1970. Mr. McClain participated in Duke's nuclear training program beginning in 1968 and obtained a Letter of Certification on the Saxton Nuclear Experimental Reactor in 1969. Mr. McClain is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. William M. Harris, Assistant Operating Engineer, joir.ed Duke in 1952 and  :

gained experience in a large fossil fuei generating plant as a laboratory '

technician for five years and as an operator for eleven years. Mr. Harris entered Duke's nuclear training program in 1968 and obtained a Letter of Certification on the Saxton Nuclear Experimental Reactor in 1970. As a Control Operator, Mr. Harris participated in the training program and pre-operational testing at Oconee. Mr. Harris is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. Ned Fincher Edwards, Shif t Supervisor, joined Duke in 1967 and has progressed through positions of increased responsibility prior to being named Shif t Supervisor in February 1974. Mr. Edwards has participated in j the training program and preoperational testing at Oconee. Mr. Edwards is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. M. D. Kimray, Shif t Supervisor, joined Duke Power Company in May 1967 and has progressed through positions or increased responsibility prior to being named Shif t Supervisor in February 1974. Mr. Kimray is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. George A. Ridgeway, Shif t Supervisor, joined Duke Power Company in June 1966 and has progressed through positions of increased responsibility prior to being named Shif t Supervisor in Feburary 1974. Mr. Ridgeway is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. James T. Campbell, Shif t Supervisor, joined Duke Power Company in January 1966 and has progressed through positions of increased responsibility prior to being named Shif t Supervisor in Feburary 1974. Mr. Campbell is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. Pope is a licensed Senior Reactor Operator on Oconee Units 1 and 2.

Mr. Henry T.. Lowery, Shif t Supervisor, joined Duke in 1963 and gained exper-ience as a hydroelectric plant operator prior to entering Duke's nuclear training program in 1968. Mr. Lowery participated in the training program 4

and preoperational testing at Oconee in positions of increased responsibility prior to being named Shift Supervisor. Mr. Lowery is a licensed Senior Reactor j Operator on Oconee Units 1 and 2.

Mr. Ollie S. Bradham, Maintenance and Instrument Engineer, has over 21 years experience in the nuclear field. He joined Duke in 1967 following six years at the CVTR. As the CVTR Instrument / Electrical Supervisor, he was responsible for the safe and accurate performance of the nuclear instrumentation and control systems. In addition to the supervisory and technical work normally associated with this position, Mr. Bradham was involved in several major modifications to the CVTR, including conversion of Control Rod Drive amplifiers from tube type to transistorized type, and the design and fabrication of amplifiers and power supplies for the Source Range Nuclear System. His experience from 1953 to 1961 at the Savannah River Plant as Instrument Technician included work in electronic and pneumatic instrumentation in the reactor area and technical labs, and formal training in electronic and pneumatic ins truments.

Since joining Duke's Steam Production Department, Mr. Bradham has worked closely with Duke's Steam Engineering Department in the design and review of Oconee instrumentation and control systems.

Mr. J. M. Davis, Planning Engineer, received his BS Degree in Chemical Engineering f rom Clemson University in 1970, and joined Duke Power Company in October 1970. He was assigned to Marshall Steam Station prior to being transferred to Oconee Nuclear Station in July 1973.

l Mr. Danny Thompson, thintenance Engineer, has a background of over 16 years in the electrical maintenance field, il of these years in maintenance of Duke Power Company's steam stations. His experience includes work as a mechanic and machinist at the steam stations.

Mr. Roy C. Adams, Instrument Engineer, has twenty years experience in this field.

He joined Duke in 1967 following five years at the CVTR. Prior to coming to the CVTR in 1962, Mr. Adams accumulatec nine years of electronic and pneumatic experience at the Savannah River Plant. Since joining Duke, he has served as an Instrument and Control Technician at Lee Station and Instrument and Control Supervisor at Oconee Nuclear Station.

Mr. Don E. Havice, Instrument and Control Supervisor, has over 18 years

, nuclear experience. Mr. Havice joined Duke Power Company's Oconee Nuclear Station in 1969. Prior to coming to Oconee Nuclear Station, Mr. Havice's experience includes one year at Brush Bryllium Corporation in Ohio, one year at_ Westinghouse at Hampton, S. C., two years with Daniel Construction Company and 14 years at Savannah River Plant.

Mr. Norman Turner, Instrument and Control Supervisor, has over 7 years nucledr experience in electronics. Mr. Turner joined Duke Power Company's Oconee Nuclear Station in 1970. Mr. Turner's experience includes four years electronic work at Sagamo Electric Company and 22 years electronic experience in the U. S. Army.

Mr. John Shaw, Instrument and Control Supervisor, has over 7 years nuclear experience.

Mr. Shaw joined Duke Power Company's Oconee Nuclear Station in 1970 following seven years in the U. S. Navy, four years of which was formal training in electronic and pneumatic instrumentation.

Mr. Dendy Clardy, Instrumant and Control Supervisor, joined Duke Power Company in 1964 and has progressed through positions of increased responsibility prior to being named Instrument and Control Supervisor. Mr. Clardy was transferred to the Instrument and Control Group at Oconee Nuclear Station in 1970.

Mr. Richard L. Wilson, Performance Engineer, obtained a BSNE from N. C. State University in 1962 and a MSE (nuclear engineering) from the University of Michigan in 1970.

He worked in the Nuclear Power Division of the Charleston Naval Shipyard for 18 months and served in the U. S. Navy for four years, receiving training in the nuclear power program and serving in the engineering department on board a destroyer. Mr. Wilson joined Duke in May 1970 and was named Performance Engineer in April,1971. Mr. Wilson has been involved in Oconee operator training, review and preparation of core physics test pro-cedures, and piping.

Mr. Charles L. Thames, Health Physics Supervisor, has 18 years of practical experience in Health Physics work both at the Savannah River Plant and at the CVTR.

His experience at the Savannah River Plant included the calibration of radiation survey and counting instruments, lab and field work in environmental monitoring, and radiation monitoring and personnel exposure control at a reactor facility and c reprocessing plant. Mr. Thames' experience at the CVTR from 1962 to 1967 encompassed both health physics and operations. As Health Physics Technician, he was involved in radiation and radioactivity measurements, control of personnel exposure, and all related activities in the Health Physics Program at the CVTR. His positions as Reactor Operator and Shif t Supervisor involved considerable on-the-job tra;ning prior to receiving the Operator and Senior Operator Licenses. Since joining Duke in December, 1967, Mr. Thames' experience includes work at a steam station Chemistry Lab and assisting in establishing an Environmental Monitoring Lab.

He completed the ten-week Health Physics Course at Oak Ridge in 1968.

Mr. C. T. Yongue, Assistant Health Physics Supervisor, has 11 years of Health Physics and Nuclear power plant experience, four of these years at CVTR and seven years at Oconee Nuclear Station.

While at CVTR he received formal and on-the-job training in nuclear technology and Health Physics. After completing the training program, he received an AEC Operators License at the 12A-7a

the CVTR. Upon joining Duke Power Conpany in 1967, Mr. Yongue transferred fr'om the Operations Group to the Health Physics Group and was a HP Technician until his promotion to Assistant Health Physics Supervisor in 1973.

Mr. Donald C. Smith, Chemist, received his BS Degree in Chemistry in 1966 from Memphis State University. Mr. Smith joined Duke Power Company's Oconee Nuclear Station in 1972 and has progressed through positions of increased responsibility prior to being named Chemist in January 1974.

Mr. Walter A. Brown, Jr., Staff Chenist, received his BS Degree in Chemistry in 1950 from Wofford College. Following three years of industrial experience in chemical analysis and quality control, he joined Duke in 1953. He was responsible for the power plant chenistry activities at Lee Steam Station.

Mr. Browh has been involved in the Oconee procedure preparation and checkout of the water treatment systems.

Mr. A. Wade Barksdale, Maintenance Supervisor, has a background of over 19 years in the maintenance of nuclear facilities. He joined Duke in 1967 from the CVTR, where he served as Mechanical Maintenance Supervisor. In addition to narmal maintenance activities, Mr. Barksdale's experience at the CVTR included design and fabrication of special handling tools and fixtures and a wide variety of modifications and improvements to both nuclear and conventional equipment. Prior to coming to the CV1R in 1961, Mr. Barksdale accumulated nine years of general maintenance background at the Savannah River Plant. His formal training includes a two-year course in Air Conditioning and Refrigeration in 1949. Since joining Duke, he has served as Assistant Maintenance Supervisor at Marshall Steam Station prior to his assignment at Oconee.

Mr. Donald L. Lanning, Maintenance Supervisor, has over 16 years experience in the electrical maintenance field. Mr. Lanning has been with Duke Power Company for the past six and one-half years, spending three and one-half years at Buck Steam Station and three years at Oconee Nuclear Station.

Mr. Lyman E. Summerlin, Staff Engineer, joined Duke in 1960 following graduation from N. C. State with a BSME. He held positions at Duke steam stations as Junior Engineer, Assistant Plant Engineer, and Plant Engineer. He has been invo:ved in all areas of plant operrtion with his primary responsibilities bein;; maintenance of instrumentation aad controls, performance testing and evaluation of many types of power plant equipment of components, and main-tenance of plant performance records. Mr. Summerlin completed one year of graduate study Jn Nuclear Engineering at N. C. State in 1968. Mr. Summerlin was involved in Oconee operator training activities and is a Senior Reactor Operator on Oconee Units 1 and 2.

Mr. I:obert M. Koehler, Staf f Engineer, obtained a BSME from N. C. State in 1964. He served in the U. S. Army's Corps of Engineers for two years prior to joining Duke as a Junior Engineer in plant operation at Marshall Steam Station.

Mr. Koehler was named Performance Engineer af ter receiving a Professional Degree in Nuclear Engineering from N. C. State University in 1968. Mr. Koehler has been involved in Oconee operator training and review of core physics test specifications and procedures.
