Dear Mr. Purple:

Your letter of December 6, 1974 advised us of your review of the i Oconee Nuclear Station Technical Specifications related to installed filter systems. As a result of this review, you stated that ad-ditional limiting conditions for operation and surveillance require-ments are necessary in order to ensure high confidence that the systems will function reliably,when needed,at a high degree of efficiency equal to or better than assumed in the accident analysis. As a result of your letter, we have conducted a thorough review of our existing Technical Specifications 4.5.3, " Penetration Room Ventilation System," and 4.12, " Control Room F'tt cing System." A study of the operating history has also been conoucted to determine the reliability and efficiency of these two installed systems. This review has determined that all required periodic tests have been successfully completed with equipment performance meeting the design specifications. Thus, the existing Technical Specifications are considered adequate to ensure the reliability and efficiency of the systems. It should be noted that the Penetration Room Ventilation System and the Control Room Filtering System as described in the Final Safety Analysis Report and in the Commission's Safety Evaluation Reports dated December 29, 1970 and July 6, 1973 and as reviewed prior to the issuance of Facility Operating Licenses DPR-38, -47, and -55 on February 6, 1973 October 6, 1973, and July 19, 1974, respectively, have been altered to change the reliability or efficiency of these sys tem.s.
