Dear Mr. Giambusso:
It is requested that Oconee Technical Specification 3.5.2.5-e, " Control Rod Positions," be waived on March 14, 1974 on Oconee Unit 1.
This waiver is requested to permit verification of correlations developed for the calibration of out-of-core detectors prior to the Unit I rod swap. This verification program will require operation outside the range of power axial imbalance limits established for LOCA peak Kw/ft considerations.
The verification program will be performed at power levels less than 75 percent full power; quadrant tilt will be held to 4 percent or less while the imbalance limits are exceeded.
