Dear Mr. Goller:
In your letter dated July 23, 1974, you requested information to justify the withholding of information from public disclosure concerning the Babcock & Wilcox Company program for the insertion of zirconium oxide spacers in Oconee 1, Batch 4.
This program was described in my letter of June 18, 1974 to Mr. Angelo Giambusso. Please find attached a copy of the program with items circled which Babcock & Wilcox regards as proprietary.
Babcock & Wilcox states that the designated data were obtained from analyses used to determine the operating restrictions required to meet power peaking limits due to the effects of postulated fuel densification and the limits established by a loss-of-coolant accident. These data are not available in the open literature, and disclosure would provide knowledgeable individuals wi'_h information which might impair B&W's competitive position.
