Dear Mr. Giambusso:

My letter of November 30, 1973 requested certain modifications of Technical Specifications 3.5.2.4 and 3.5.2.5.

We discussed these proposed changes with members of your staff in a meeting in Bethesda, Maryland on November 1, 1973 and in a conference telephone conversation on November 30, 1973, and they have indicated that more time will be required to complete their review of these. proposed changes.

On November 23, 1973, a Unit 1 control rod drive stator failed causing a Group 7 rod to drop into the core.

Other Group 7 rods were inserted into the core to prevent an asymmetric power distribution. Operation with one dropped rod is permitted under Technical Specification 3.5.2.2; however, in order to meet the control rod withdrawal limits, specified in Technical Specification 3.5.2.5(c), Unit 1 must be operated at less than 80 percent rated power.

The requested modifications of Technical Specification 3.5.2.5 would permit operation up to 92 percent power.

The additional power generated by Oconee Unit 1, which this technical specification change would permit, could represe.nt a saving of fossil fuel equivalent to 7200 barrels of fuel oil per day.

In view of the possible saving of substantial amounts of fuel oil, it is requested that Technical Specification 3.5.2.5(c) be waived for oconee Unit 1.

If such waiver is granted, Duke Power Company will impose the following conditions on the operation of Oconee Unit 1:

(1) Reactor power will be maintained below 92 percent full rated power.

(2) Quadrant tilt will not exceed 4 percent.

(3) Other specifications in Technical Specification 3.5.2 will be met.

(5) Power maps will be taken every four hours during steady-state operation and immediately following power transients greater than 10 percent rated power and once every two hours for 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> after the transient to assure that LOCA kilowatts per foot limits are not being exceeded.

The incore instrumentation will be used for the power mapping.

If the LOCA limit is exceeded, power level will be reduced to below 80 percent power.

It is requested that this waiver be in effect until December 30, 1973, or the Oconee Unit 1 Technical Specification 3.5.2 revision now under review is approved by the Atomic Energy Commission or the reactor is shut down to repair the inoperable rod, whichever occurs first.
