YI Duke Power Company has agreed to participate with the Babcock & Wilcox Company in a program to provide in-reactor verification that B&W's movable incore detectors can detect gaps resulting from fuel densifi-cation. A description of this program is attached.

We have reviewed B&W's proposed program and have concluded that Oconee Unit 1 can be operated at 100 percent full power under this program without any changes to the current Technical Specifications, operating procedures, or surveillance requirements. As noted in the attached description, the spacer assembly will be placed in low power positions j

to ensure that the spacer assembly power will be significantly less than the power in the hottest assembly.

We feel that this program will be of benefit in reducing densification penalties. We invite the AEC to participate in this program by reviewing the attached program description.

Fabrication of the fuel assembly containing the zirconium oxide spacers is scheduled for completion on July 24, 1974.

In order to maintain that schedule, we request that any comments concerning the program be forwarded to us prior to July 10, 1974.

Babcock & Wilcox has informed Duke Power Company that the information attached to this letter should be treated as confidential in nature since its disclosure would provide knowledgeable individuals with infor-mation which would impair B&W's competitive position. Accordingly, distribution of this letter to the AEC is limited to the original letter and three enclosed copies.
