Dear Mr. Giambusso:
Please find attached for your review proposed changes to the Oconee Nuclear Station Technical Specifications.
The purpose of the proposed revisions is to update reporting requirements contained in the Technical Specifications.
In general, these changes involve:
1.
A change in frequency of submittal of routine operating reports.
2.
Elimination of the first year operating report.
3.
Deletion of certain items of information no longer required by the Commission to be submitted on a routine basis.
4.
Changes in the format and immediacy of reporting required for certain types of incidents.
5.
Improved definitions and categories of significance of reportable incidents.
6.
Deletion of specific reporting requirements which are included in Title 10, Chapter 1, Code of Federal Regulations.
The proposed revisions to reporting requirements are shown in the attached replacement pages for the Oconee Nuclear Station Technical Specifications.
This includes a completely rewritten Section 6.6, " Station Reporting Require-ments." Also attached are two pages from the Oconee Technical Specifications Table of Contents.
These pages show the deletion of the terms " Abnormal Occurrence" and " Unusual Events" contained in Definitions Sections 1.8 and 1.9.
These terms are also deleted from the title of Section 6.2.
Revision of Section 6.6.3, "Special Reports," have necessitated changes to certain 835
m Pego 2 Nr. Ang0lo Giamburso Ja'nuary 15, 1975 specifications in Sections 3 and 4.
Replacement pages are included to show these changes in special reporting requirements. Also included are replace-ment prges for other portions of Section 6, " Administrative Controls,"
which were made necessary by changes in the reporting requirements.
These include changes to the sections on review and audit, action to be taken in the event of an incident reportable to the commission, and station operating records.
These proposed revisions will result in significant improvement of the report-ing program required by Technical Specifications.
