Dear Sir:

-. 4 Our August 18, 1975 submittal responded to Mr. R. A. Purple's letter of June 18, 1975 and provided information concerning the Oconee Nuclear Station Emergency Plan.

Subsequently, in an October 2, 1975 meeting with the staff additional information was requested.

In response to this request, please find attached a revised page 4 of the Oconee Nuclear Station Emergency Plan which documents provision for training of local firemen. Also attached are copies of agreements with the Oconee and Pickens County Civil Defense Agencies which summarize their plans for warning and instruction of persons in the event of a general emergency.

AGREEMENT This letter is to confirm our previous agreement, and to assure you that the Oconee County Civil Preparedness Agency will provide assistance in radiolog-ical monitoring and/or evacuation of the populace, as requested, in the event of a radiological emergency situation at the Oconee Nuclear Station.

Such assistance will be in accordance with our basic disaster planning for the County and with the special procedure for evacuation enclosed.

.q OCONEE COUNTY CIVIL DEFENSE RESPONSE TO OCONEE NUCLEAR STATION RADIOLOGICAL EMERGENCY 1.0 Purpose The purpose of this procedure is to documegt action which may be required in i

response to a radiological emergency at the Oconee Nuclear Station.

This action consists of the notification and possible evacuation of local popu-lation from affected areas as well as providing rescue squad and radiological monitoring assistance as required.

2.0 References 2.1 Oconee Nuclear Station Emergency Procedure EP/0/A/1800/18 2.2 Oconee Nuclear Station FSAR, Section 12 i

3.0 Procedure 3.1 Upon notification of an emergency situation at the Oconee Nuclear Station, confirm this notification with the Oconee shift supervisor (or emergency coordinator).

Verify exact area to be evacuated.

3.2 Notify the Oconee County Sheriff's office and establish a com-munications center at the sheriff's office.

3.3 Notify Civil Defense workers of the emergency situation; exact roads to be controlled and area to be evacuated.

3.4 Based upon assessment of the emergency by the Oconee shif t super-visor, direct traffic control (Sheriff, Highway Patrol) and Civil Defense workers by radio.

3.5 Direct Civil Defense workers to the areas they are needed.

Use established grid maps to ensure all af fected areas are covered.

Civil Defense workers will conduct a door-to-door notification of personnel in affected areas using maps showing the locations of all members of the general public and advise of evacuation route to designated shelters if evacuation is required. A master map will be maintained in the sheriff's office to monitor the progress of the notification.

3.6 Direct. the use of fire-fighting equipment and rescue and evacuation -

-vehicles as necessary by radio.

3.7 Obtain radiation survey information from trained monitors as necessary to assist in evaluating the consequences of the radio-logical incident.

3.8 Transmit information to Civil Defense workers manning radio stations WSNW-Seneca and WGOG-Walhalla to inform the public of actions to be taken.
