Dear Mr. Rusche:
Pursuant to 10CFR50, Section 50.90, please find attached a proposed amendment to the Technical Specifications for Oconee Nuclear Station, Appendix A to Facility Operating Licenses DPR-38, DPR-47, and DPR-55.
This proposed amendment supersedes our June 19, 1975 transmittal.
Major changes from that previous submittal reflected in the attached are contained in proposed Technical Specification 6.1.3 which has been revised to respond to staff concerns expressed at an October 2, 1975 meeting with Duke Power Company personnel In general, revised proposed Technical Specification 6.1.3 (1) more clearly describes the operating characteristics of the independent reviev and audit body, (2) includes appropriate restraints on the authority of the director of the independent review and audit body so as to assure consensus consideration of safety related matters, (3) specifies appropriate minimum qualification require-ments for members of the independent review and audit body so as to assure compliance with Section 4.2.2.2 of ANSI in 18.7-1972.
