Dear Dr. Morris:

Duke Power Company is filing herewith Amendment No. 17 to its Application for Licenses for the Oconee Nuclear Station, which is under construction pursuant to provisional construction permits CPPR-33, -34, and -35 issued by the Commis-sion on November 6, 1967. This filing includes three (3) signed original copics of the Amendment with attachments and seventy (70) copies of Revision No. 9 to the Oconee Final Safety Analysis Report, which was filed as Amendment No. 7 on June 2, 1969.

The Amendment is in a format designed to keep current the application and the Final Safety Analysis Report. Please add the supplementary material and insert the revised pages as replacements for existing pages in the seventy-three (73) copies of the Final Safety Analysis Report (Serial Nos. 1-73), as per the attached tabulation identified as FSAR Revision No. 9.

FSAR Supplement 6 (Part of FSAR Revision No. 9) is submitted to identify revisions to the appropriate sections of the FSAR which apply to Oconee Unit No. 1 only and also identifies additional information voluntarily submitted.

The first part of this Supplement, marked " Unit 1 Only," pertains to substitution of Westinghouse reactor coolant pumps for the Bingham pumps. There is no change in our submittal relating to reactor coolant pumps for Units 2 and 3; therefore, no change is made in the main body of the FSAR.-

Revision No. 9 to the Final Safety Analysis Report.

This Revision No. 9 includes FSAR Supplement 6 and Substitution ,

and Supplementary pages as indicated to cover various changes and corrections in the Final Safety Analysis Report. The. purpose of FSAR Supplement 6 (Part of FSAR Revision No. 9) is to provide and identify revisions to the appropriate sections of the FSAR which apply to Oconee Unit No.1 only, and also to identify additional information voluntarily submitted.
