SUBJECT:
SEQUOYAH 2 FitLL POWER LICENSE On August 28, 1981, the NRC staff met with representatives of TVA concerning final licensing matters for the Sequoyah 2 facility. At that meeting, TVA presented their bases for delaying the installation of several improvements flowing from post-TMI requirements. One such item related to the post-accident hydrogen control system. The proposed changes deal with schedular matters.
Because of the number and types of delays requested by TVA, there is now a need for TVA to develop information identifying their efforts to date and to better define their alternativesproposals. TVA is to submit such information on September 1,1981. TVA has suggested and the staff agrees that it is appropriate to delay final consideration of the full power license to permit a more thorough evaluation of these matters.
In addition, IE is reviewing the recent incident involving valve mis-positioning for possible implications of a breakdown in administrative control of safety-related equipment. While this matter may not affect licensing, it is a relevant issue at this time.
Staff proposes to complete its evaluation on these matters by September 3 and will provide their evaluation to the Comission by c.o.b. that date.
