Dear Mr. Eisenhut:

Your letter of October 10, 1979 requested submittal of an upgraded Emergency Plan for the Duane Arnold Energy Center (DAEC). Enclosed herewith are 10 copies of the proposed DAEC Emergency Plan and 10 copies of the pro-posed Linn County Radiological Emergency Response Plan. The State's Emergency Plan is not enclosed since it was concurred with by the Nuclear Regulatory Commission in early 1979 and no significant modifications have been made since that concurrence.

Iowa Electric has worked closely with local officials in developing the proposed Linn County Radiological Emergency Response Plan. Two counties are included in the 10 mile Emergency Planning Zone of the DAEC, Linn and Benton.

We have also begun discussions with Benton County Officials and expect to de-velop a similar plan for that county after the Linn County Plan is determined to be acceptable.

Unusual events are listed in Table 4.0-1. We will establish with state and local officials which unusual events are to be reported to them in what time frame and when and how these items are to be closed out.

Iowa Electric's recent management changes in the corporate structure and the DAEC are reflected in the plan. However, the organization figures have been taken from the Plant's existing Technical Specifications which will be updated when the Technical Specifications are amended later this year. The figure specifically does not show the two Assistant Chief Engineers, which have been discussed with Region III personnel.

As these olans and the responses to NUREG-0578 were developed simultaneously, there is a cnance that there may be some conflict between the two sets of responses.

In all cases the responses to NUREG-0578 take precedence and modifications to the Emergency Plan will be made to conform. Hardware commited to in the responses to NUREG-0578 and Appendix I have been referenced in the Emergency Plan. g 1694 279 Q#

The DAEC Emergency Plan references a Corporate Emergency Plan which will be developed in the near future. Implementing procedures for the Emergency Plan will be developed after the acceptability of the plan to your staff is determined.
