May 1, 1980 Director of Nuclear Reactor Regulation Attention:

Mr. L. S. Rubenstein, Acting Chief Light Water Reactors Branch No. 4 Division of Project Management U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Rubenstein:

In the Matter of the Application of

)

Docket Nos. 50-327 Tennessee Valley Authority

)

50-328 Enclosec' are five copies of TVA's revised Radiological Emergency Plan (TVA-REP).

This document includes the site REP for the Sequoyah Nuclear Plant This plan was developed to meet NUREG-0654; however, there are various recommendations which are not met in this revised plan.

1.

Some of the items in Nr ;G-0654, such as prompt notification of the public, are not the primary responsibility of TVA.

In these instances, specific information on the required activities are not included in the TVA-REP because the responsibility lies with State and local agencies and will be included in those emergency plans.

Only those actions required for TVA to fulfill its responsibilities, such as prompt notification of State and local agencies and recommendations for protective action, are included in the TVA-REP.

2.

NUREG-0654 recommends that a near-site emergency operation center and a backup facility be established for each nuclear plant.

TVA has established a Central Emergency Control Center which serves all of TVA's nuclear plants.

This facility and State and local emergency control centers provide sufficient support.

We believe that near-site facilities are an unnecessary duplication.

However, a near-site press center has been established for public infor=a-tion during an emergency.

3.

As specified in NUREG-0654, there are some recommendations of j

NUREG-0578 which should also be implemented as they relate to radiological emergencies.

The TVA-REP reflects TVA's commitments j

witn respect to these items as addressed

~2-Director of Nuclear Reactor Regulation May 1, 1980 The enclosed plan is intended to meet the requirements of 10 CFR 50 Appendix E and therefore does not include detailed information such as names and telephone numbers of specific individuals.

This information is included in the implementing procedures whien support the TVA-REP.

We have had preliminary discussions related to the NRC review of the TVA-REP with the NRC Emergency Planning Branch.

TVA will provide the support necessary to expedite the review of the Sequoyah REP to ensure that an acceptable plan can be implemented on a schedule consistent with a full-power license for Sequoyah.

We understand that a revised Tennessee State Disaster Assistance Plan which has been reviewed by the Regional Advisory Committee (RAC IV) will be delivered to the Washington office of the Federal Emergency Manage-ment Agency (FEMA) by May 12, 1980. We request that a meeting be held during the week of May 12, 1980, among TVA, the State of Tennessee, FEMA, RAC IV, and the NRC to discuss coordination of the review of the State plan by FEMA and the TVA-REP by NRC.

Very truly yours, TENNESSEE VALLEY AUTHORITY l b i N., c C$ i
